When Stephanie returns from her sailing trip around the world with Riley, she is held hostage by an environmental extremist bent on destroying an offshore oil platform. Meanwhile, Mitch wreaks havoc on Garner’s relationship with Katherine, a new lifeguard.
It has been a number of months since Stephanie left Baywatch to sail around the world with Riley Ferguson, the expert oceanographer and free-diver she met during the recent earthquake. Stephanie and Riley contact headquarters and let them know that they will be arriving the next morning. That evening, Stephanie and Riley dock at one of the outlying islands, where they discover a boat on fire, and a young woman frantically offloading supplies. Stephanie and Riley pitch in to help and offer to give the woman, Coral, a lift back to the mainland the next morning. But when morning arrives, Stephanie spots Coral stealing their boat. Stephanie swims to the boat before Coral can escape, but after a knock-down, drag-out fight in the boat’s cabin, Stephanie finds herself bound hand and foot.
Meanwhile, Garner starts dating a new Baywatch lifeguard, Katherine. Mitch decides to play a practical joke on both of them. He tells Garner that Katherine is deaf in her left ear, and tells Katherine that Garner is deaf in his right ear. When Garner and Katherine discover that Mitch has played a joke on them, they conspire together to play one on Mitch.
The next morning, headquarters loses contact with Riley’s boat. Mitch senses that something is wrong, and goes on a Scarab to track the boat down. It turns out that Coral’s supplies are explosives, and she is planning to wire the boat to explode upon impact with an offshore oil platform in San Pedro. Coral claims that the platform poses a threat to the surrounding bay, and that something has to be done to stop it. Stephanie tries to reason with Coral, stressing that even though her motives may be right, violence is not the answer. It’s no use–Coral is determined to go through with her plan, even if it means sacrificing Stephanie’s life. Now, Mitch. must find a way to stop Coral and defuse the bomb before other lives are also lost.
