When Tracy, a hovercraft rescue expert, arrives at Baywatch to train the lifeguards, Mitch finds himself falling in love with her. Meanwhile, Matt attempts to realize a lifelong dream by joining the pro beach volleyball tour.


Tracy Dodsworth, a lifeguard-turned hovercraft rescue expert, arrives at Baywatch to demonstrate the benefits of the Scat, a vehicle that could revolutionize crisis rescues at Baywatch. Mitch isn’t sure that the department can even afford to purchase a hovercraft, but is willing to let Tracy show what it can do. Tracy is a beautiful blonde, whose great looks are matched by her infectious personality and commitment to saving lives. Mitch is immediately taken with her, and finds himself spending time with Tracy outside work as well.


Meanwhile, the National Pro Beach Volleyball Tour arrives at Baywatch, and Matt starts wishing he had pursued his dream of playing professionally. CJ encourages Matt to enter, but he hesitates, thinking he isn’t good enough. However, after running into Tim Sinclair (Tim Hovland), a member of the pro team, Matt finds out that Tim will be returning to the tour after recovering from an injury. Tim will need a new partner, since his former partner Kurt Stevenson (Karch Kiraly) has betrayed him by hooking up with the scheming Alex Broyles (Kent Steffes). Matt decides to go for it, and starts training with Tim for the big game.


Mitch is impressed with the Scat and its abilities in rescue situations, but the department is unable to purchase one, so Tracy makes plans to leave with the Scat. Later that day, Mitch accompanies an oil company dive team to an offshore drill site. But during a simple underwater welding operation, one of the divers is critically injured by a heavy pipe that falls on him. The Coast Guard boat is too far away to help, and the ocean is too choppy to bring the diver safely back to shore. What they need is the stable hovercraft, but can Tracy make it in time?
