In order to raise money to divert a storm drain that is polluting a popular surfing hot spot, Mitch must convince the Beach Boys to do a benefit concert. Meanwhile, Stephanie has her hands full when her ex-husband drops back into her lif e.
Diablo Cove is one of the most popular surfing spots around, but runoff from a storm drain has polluted the water, endangering the health of those surfing there. Cody and Neely take water samples, and discover dangerous levels of E Coli bac teria. However, despite warning signs and frequent lifeguard patrols, a group of young surf punks insist on using the cove to surf. When one of them falls ill in the water, Neely rescues him, and discovers that his back is completely covered with a nast y rash. Stephanie moves quickly to close the beach in order to protect anyone else from becoming seriously ill.
If that isn’t enough to keep Stephanie busy, her ex-husband Billy shows up on the beach late that same day. Though their breakup was a messy one, Stephanie decides to spend some time reminiscing with Billy, much to Caroline’s chagrin, who t hinks that Stephanie is making a big mistake renewing ties with him. Now that Billy has moved back to California, he wants to rekindle their romance, and Stephanie seems interested. Now, Caroline sits on the sidelines helpless as she watches Stephanie m aking what could be the worst choice of her life.
When Mitch hears about the closing of Diablo Cove, he contacts his friend Dave at the Surfrider Foundation–a non-profit organization created to clean up shoreline pollution. Dave has been begging the county to divert the storm drain for ye ars, to no avail. Mitch decides the best way to increase awareness and raise money is to throw a benefit concert at the Santa Monica Pier with the Beach Boys. Dave and everyone at Baywatch has no idea how Mitch is going to secure the legendary surf band , but Mitch has an ace up his sleeve that no one knows about.
