Jimmy Slade and Matt Brody tangle with a violent surf gang, while Mitch’s life is thrown into turmoil when former lover Stephanie Holden assumes command of Baywatch headquarters.
At Baywatch headquarters, Mitch gives notice to his lifeguards that he will be getting “back to the beach” once the new Supervising Lieutenant arrives. Not even Mitch is prepared for the shock he receives when he sees leggy Stephanie Holden stride up the Baywatch stairs in full lifeguard dress uniform. Only Captain Ben Edwards knows why Mitch isn’t exactly happy to see the beautiful brunette. Mitch and Stephanie’s brief but torrid love affair followed hard on the heels of his painful divorce. And what seemed like a fairy tale romance was shattered when Stephanie jilted Mitch with no explanation, transferring to another beach. When Mitch learns that Stephanie will be running Baywatch with him, he faces a test of professionalism versus his personal feelings.
Meanwhile, intern lifeguard Matt Brody is dispatch to Tequila Bay to investigate reports of a surf gang attacking other surfers who invade their turf. The beach is deserted, save for surfing sensation Jimmy Slade, who is practicing his moves for an upcoming competition. As the two high-schoolers strike up a friendship, they are suddenly set upon by the “Shooters,” the very surf gang Matt was sent to investigate.
Their message is clear-“Stay off our waves!” Before CJ and Mitch can arrive to help Matt and Jimmy, the Shooters flee. At headquarters, Garner takes down the report and cautions Jimmy not to return until they catch the suspects. But Jimmy will not be deterred, and at Summer’s urging, takes her to Tequila Bay for surfing lessons. The Shooters, rather than fight, challenge Jimmy to a surf-off for territorial rights. Jimmy accepts, not knowing that the Shooters have rigged a deadly trap for him.
