Mitch’s brother Buzzy comes to visit with his estranged son Kyle, who proves to be a bad influence on Hobie. When Kyle illegally surfs near the condemned San Dimas Pier, he collides with an submerged piling, and si sent underwater, unconscious.
The San Dimas Pier is condemned and needs to be torn down, yet no one is willing to accept responsibility to pay for its demolition. Macho surfers in the area like to test their fates by “shooting the pier” and facing the dangerous rebar that is exposed under the pilings, which is hidden during high tide.
Aware of the potential danger, Mitch tries to encourage Kaye Morgan, a local reporter, to write an article to address the issue. After she decides to write the story, Kaye’s father, Ellis Morgan, whose firm represents the owners of the pier, persuades her to hold off on running it in the paper.
Meanwhile, Mitch and Hobie attend the annual ceremony where a cherished
surfboard is sacrificed to the “gods of the sea” in return for good waves.
Mitch’s older brother Buzzy Buchannon, a surfing nomad, comes back to visit and brings along his newfound son, Kyle, a boy around Hobie’s age. Buzzy had not known of Kyle’s existence until a couple of months ago, when the boy’s
mother died and Kyle was sent to live with his estranged father. Kyle is an angry kid and does not believe that his father cares about him. He is uncontrollable and a bad influence on Hobie. Kyle convinces Hobie to ditch
Junior Lifeguards and surf at the San Dimas Pier. Fortunately, the two suffer no harm. The following day, Kyle attempts to surf at the pier on his own, and collides with the piling. Mitch rescues Kyle from drowning, but the boy must still be rushed to the hospital because he had been submerged underwater for an extended period of time. Fortunately, Kyle recovers and reunites with Buzzy. Kaye tells Mitch that asettlement has been reached, and demolition on the San Dimas Pier will begin the next day.
Eddie and Shauni come across Eduardo, a man on the beach selling bikinis made from organic fiber. Later, the bikinis disintegrate in the water. Eddie and the other lifeguards must save all of the women who bought the bathing suits from “overexposure” to the sun.
