Cort returns to Baywatch, helping Eddie in an aquatics program designed for inner-city youth. When Eddie takes a gang leader under his wing, he finds himself ni conflict with the boy’s father, who has encouraged his son’s gang activity.
John D. Cort arrives back in town on his motorcycle just in time to help Eddie stop two rival gangs from fighting on the beach. Reminded of his own
troubled youth, Eddie arranges to have the gang members join the lifeguard organized program called W.A.T.E.R., designed to introduce inner-city youths
to aquatic activities. Eddie focuses on the gang’s leader, Memo, and Eddie and Cort go to see Memo’s father, Carlos, to get his permission for Memo to attend the program. Carlos is a hindrance, because he believes that the only way Memo can ever get respect is through his dealings as a gang leader. However, Memo sneaks away and joins Eddie and Cort in the van as they pull away from the house.
After Eddie and Cort introduce the boys to numerous activities–body surfing, boogie-boarding, sailboarding, CPR, etc.–Cort discovers Memo and an accomplice looting the lockers at headquarters. Cort catches the accomplice as Eddie chases after Memo and his bag of stolen wallets. When Eddie catches up to Memo, the chase becomes a fistfight, but Eddie manages to subdue Memo. Eddie sifts through the bag of wallets and finds his own, surrendering it to Memo. Memo then realizes he has other people to turn to besides his disgruntled father. He takes Eddie’s outstretched hand–a symbol of goodwill.
After Cort teaches the gang-bangers to surf, the boys come into the dock area as Carlos arrives, ominously dressed in biker leathers and boots. He calls Memo over, and then slams the boy against the wall a few times for the boy’s defiance. When Memo lashes out, pushing Carlos of the dock into the water, Eddie dives in and rescues him. Eddie and Memo resuscitate Carlos, who then realizes the true feelings that he has for his boy. In saving his father’s life, Memo has saved his own.
